Research On The Influence Of Chinese Traditional Political Culture On The Implementation Of Public Policy

Since the 13 th Five-Year Plan,the modernization of national governance system and governance capacity is significant and far-reaching.It is the only way to build socialism with Chinese characteristics and realize the great rejuvenation of the Chinese nation.Xi Jinping pointed out that to develop today's China needs to learn from history and tradition.Traditional political culture is the bone marrow of every nation,is the foundation of modern political culture.This requires scientific,rational and effective implementation of policies.There are many excellent and advanced factors in the traditional political culture,they can break the boundaries of time and space,continue to serve contemporary politics.Therefore,we can learn from these factors of traditional political culture and applied to policy implementation.But we could not deny that because of the two thousand years of feudal autocratic rule,there are many feudal legacy of the traditional Chinese political culture,such as the concept of hierarchy greatly affected the effective implementation of public policies,they are the deep-rooted cultural roots caused of policy implementation issues.The implementation of public policy in China has made some achievements,but still present problems: Policy cognition fuzzy,implementation is not in place,these problems are related with value conflict,cultural factors.Most of the scholars in the past have explored the effectiveness of public policy enforcement from the institutional perspective,or have discussed public policy development from a cultural perspective.This paper attempts to take the traditional political culture as the starting point,from our country's national conditions and specific political reality.The paper mainly discusses the traditional Chinese political culture and the implementation of public policy from four aspects.First,it expounds the relevant conceptual theory.Second,analyzes the present situation of the implementation of public policy.Third,the basis of summarizing the characteristics of traditional Chinese political culture,systematically analyzes the positive factors and negative factors of Chinese traditional political culture on the implementation of public policy.Finally,according to the above analysis,I put forward the measures to criticize and inherit the traditional political culture,speed up the modernization of the traditional political culture,integrate values,strengthen the political socialization function,construct the political and political system which is conducive to the implementation of public policy,perfect the policy implementation system and accelerate the process of China's modernization.
