As an important content of organization of human resource management,performance appraisal is of great significance to improve the civil servant's motivation.The tax system is not only one of the important functions of our government,but also the specific executive mechanism of state tax policy.In terms of assessment method and assessment standard because of inexperience and backward idea.It is not ideal neither in improving civil servants work enthusiasm,work efficiency nor in improving the image of the department.Under the new situation of strengthening tax work,wondering how to improve the civil servant's performance management in tax department has become an important subject.This paper proposed the improvement program of civil servant performance appraisal evaluation system in Binzhou IRS mainly from the perspective of the balanced scorecard method.The balanced scorecard can measure by operational information such as index and value.And it can analysis and design performance indicators from financial,customer,internal process,learning and growth.It can effectively reflect the performance of the organization's strategic,make scientific evaluation on organizational management and put forward reasonable opinion.So it enables the organization to the lasting development.I think,according to the long-term strategy of organization development,the introduction of the balanced scorecard,will greatly enhance the level of the performance management of IRS in Binzhou.This paper mainly uses literature research method,investigation,interview method,combining qualitative and quantitative research methods.Combing theory with practice,it researched and compared through a large amount of data and charts.According to the current research status at home and abroad and,on the basis of the basic theory of civil servant performance appraisal,this paper combined with their own work,investigates the present conditions of civil servant performance appraisal system in IRS of Binzhou.By analyzing the deficiency and the much-needed improvements of the current civil servant performance appraisal,based on the balanced scorecard,it proposed the improvement project of civil servants performance appraisal evaluation of Binzhou state tax bureau.By the empirical analysis of the improved scheme,it demonstrated the maneuverability in practical operational line.Meanwhile,by introducing the usual data,it not only compared and analyzed the advantage and functions between improvement examination system and current evaluation system,but also summarized the contrast between old and new.Innovation point of this article is that according to the balanced scorecard theory,Phil method and Analytic Hierarchy Process(AHP)is used to determine the evaluation indexes and the weight.Introducing the quantitative index into the evaluation index system makes everyone's examination results true reflection of performance and level of work.Attaching importance to the maneuverability of the performance appraisal will give full play to the role of performance appraisal.
