At present,while the government functions are changing,they should also upgrade their management models simultaneously.In order to improve the efficiency of government work,the application of advanced management ideas is one of the important ways.Management through performance appraisal is one of the important ideas.As one of the important functional departments of the country,the taxation department can use the performance appraisal method to get the work efficiency of each department.For the tax authorities,the taxpayer is the object of their services.The collection management ability and the level of tax service are closely related to the image of the taxpayer and the taxation department.Through the introduction of performance appraisal,the attitude and manner of the work of the administrative staff The promotion has an important role.In this context,in order to improve the efficiency of the tax bureau,the author tries to apply the "balanced scorecard" in his management for performance appraisal.In this way,it can be decomposed into many executable small tasks by means of decomposing difficult tasks or long-term goals,from partial to whole,through multi-level management to achieve management rationality and efficiency.Purpose,this is also the core content of the Balanced Scorecard.This paper is divided into six parts.The first part is the introduction,which mainly describes the research background,research significance,domestic and foreign research summary,research contents and methods.The second part mainly expounds the related theories of performance appraisal and balanced scorecard.The third part briefly introduces the status quo of the performance appraisal of the tax bureau of A city,and then analyzes the problems existing in the performance appraisal and the main causes of the problems.The fourth part,based on the application of balanced scorecard in the background of performance evaluation of A bureau,designs A performance evaluation system and implements it for A tax bureau,including implementation steps,restrictions and positive effects.The fifth part mainly proposesthe corresponding optimization paths based on the problems encountered in the practical application of balanced scorecard in the tax bureau of A city.Optimize the evaluation index,strengthen the implementation communication,analyze the evaluation report,actively improve and adjust,grade the evaluation effect,optimize the incentive measures,implement the performance evaluation by various means,and some safeguard measures for the implementation of these steps;The sixth part summarizes the full text.Through the research of this paper,the application scope of the balanced scorecard is extended to the performance appraisal of the taxation department,which not only expands its application scope,but also injects new management concepts and methods for the performance appraisal of China's tax authorities.Provide management ideas for the national tax system,optimize the performance appraisal management to provide ideas and methods,improve the performance appraisal indicator system for tax personnel,and stimulate the greater vitality of the development of the national taxation cause.
