| Civil servants are the makers and performers of public policy,playing a key role in the process of shaping the government.Governments are actively exploring how to do the management of civil servants.Performance appraisal is the most important part of the management of civil servants.China’s current civil service assessment policy is regularly assessment and evaluation on the five aspects of "Character,Ability,Diligence,Performance,Cleanliness".The results of the examination are relevant to positions,level,wages,incentives and other benefits of civil servants.With the continuous improvement of government management and service ability,the current performance appraisal policy cannot fully meet the government’s strategic requirements.Local governments at all levels are seeking more scientific and reasonable performance appraisal methods.In this context,the article choose F County Party Committee Propaganda Department as a research sample,analyzing the advantages and disadvantages of the current performance appraisal with qualitative and interview method.Based on the balanced scorecard theory,using the questionnaire survey method for descriptive analysis,factor analysis,single factor analysis of variance.Selecting the office as a sample,this article carries out a balanced scorecard pilot study.The study shows that the current performance appraisal of F County Party Committee Propaganda Department has the advantages of clear objectives,convenient operation,mobilization of staff enthusiasm and change of "retreat" to "pragmatic".However there are also drawbacks like neglecting fairness,cost control and other shortcomings.The survey results show that F County Party Committee Propaganda Department of the balanced scorecard of the primary indicators can be summarized as the mainstream value of the spread of social spiritual civilization,performance and integrity of law-abiding,mental outlook,self-promotion,budget use.Further data analysis finds that different age on the spread of mainstream value,mental outlook and the use of budget selection having differences,different positions in the use of budget selection also having differences.This paper forms the strategic map and the balanced scorecard of F County Propaganda Department.Through the pilot,it finds out the difficulty of OA system support,the difficulty of index decomposition and adjustment in the process of implementation,the obstruction of the proportion of department and individual table.It formulates strengthening the organization and leadership,the development of assessment and operation of the security system,the organization assessment training and extensive advocacy and other aspects of mobilization and other solutions.At the same time,by using comparative analysis,the article shows that comparing with traditional performance,the balanced scorecard appraisal method having great advantages,but there are also problems such as high cost of assessment,the difficulty of implementation.It is recommends that all kinds of organizations to avoid disadvantages and make good use of performance appraisal method.The propaganda department as a party committee organ has never appeared in the study of the balanced scorecard.Through this research,it enriches the theory in the use of the Balanced Scorecard in the public sector.At the same time,through the questionnaire survey and pilot implementation,it introduces a new evaluation system for the propaganda department,finds obstacles in the implementation of balanced scorecard directly and accurately,helps to optimize the scorecard optimization and adjustment.It has strong practical significance. |
