Research On The Effective Management Of The Contradictions Of The Petition And Visit At Grassroots Level

At present,China's reform and opening-up has entered the deep-water areas.The profound changes in economic system,social structure,interest pattern and ideology have led to a growing number of contradictions and disputes.It presents the characteristics of complexity,diversity,professionalism and wide range.The Central Committee of the Party calls for the correct handling of contradictions among the people and other social contradictions,and proper coordination of interests among all parties,so as to maximize social creativity,maximize the increase of harmonious factors,minimize disharmonious factors and maintain social harmony and stability.The petition system is a useful supplement to China's adhoc socialist system and plays an important role.Governments at all levels attach great importance to the petition work.General Secretary Xi Jinping also pointed out deeply that the work of petition work is a mass work that comes from the door.The petition work at the county and district levels is at the forefront of social contradictions.It is also at the forefront of the entire complaint and visit system.It directly faces the masses and is at the forefront of resolving contradictions and resolving disputes.In addition,The new " petition work Regulations" promulgated in 2005 require that the petition work adhere to "territorial management,hierarchical responsibility,who is in charge and responsible,and solve problems in accordance with the law,in a timely manner,and on the spot."
