As the starting point of "The Belt and Road Initiative ",ASEAN's strategic position is very important.Only by coordinating and handling all kinds of relations between ASEAN and ASEAN,we can play an exemplary role in the implementation of the strategy of " The Belt and Road Initiative".However,there are some unstable factors in the border areas between China and ASEAN,especially the problem of transnational drug crime,which seriously affects the development of transnational trade and regional stability.This requires building a transnational police cooperation mechanism to crack down on drug crimes and provide a stable basic environment for the development of transnational trade.The author takes the police cooperation mechanism in the field of transnational drug crime as the research object,and carries on the analysis with the aid of the comparative research method.The author thinks that the reason for the poor effect of the current police cooperation mechanism between China and ASEAN is the insufficient supply of system.Suggestions are as follows: firstly,to improve the coverage of bilateral treaties to ASEAN;secondly,to improve the details of the content of treaties;thirdly,to speed up the matching of domestic laws and improve the enforceability of existing treaties.The logic of this paper is as follows:The first chapter is the introduction,which introduces the background and significance of this topic,and puts forward the research questions.On the basis of extensive collection of relevant literature on international transnational police cooperation mechanism,this paper makes a literature review.Finally,this paper introduces the research ideas and methods.Chapter two elaborates the current cooperation situation of transnational drug crimes between China and ASEAN,thus discussing the necessity and feasibility of further police cooperation between China and ASEAN.The third chapter studies the inadequacy of the current police cooperation mechanism.Bilateral treaties cannot cover the entire ASEAN region,the content of the agreement is not specific,which is lack of enforceability,lack of corresponding domestic law support.Chapter IV elaborates on the investigation of European Transnational Police Cooperation Mechanism,uses comparative research methods to examine how the EU breaks through the dilemma through the increase of institutional supply when it encounters similar situations.The fifth chapter,on the basis of drawing lessons from foreign experience and aiming at the problems existing in the mechanism of transnational police cooperation,I put forward some suggestions for optimization: first,to improve the coverage of bilateral treaties toASEAN;second,to improve the details of the content of treaties;third,to speed up the matching of domestic laws and improve the enforceability of existing treaties.
