Research On The Division Of Compulsory Education Authority And Expenditure Responsibility In Hunan Province

Compulsory education is the foundation of national education.It belongs to social public welfare undertakings.It is characterized by universality,free sex,and compulsory.It is a public product provided by the government to serve all citizens.Promoting the balanced development of compulsory education belongs to the government’s powers.There are many imbalances in the development of compulsory education in Hunan Province.The origin of this is that the division of compulsory education and expenditure responsibility of Hunan provincial government is not perfect.This paper first analyzes the existing legal basis of compulsory education in Hunan Province,and focuses on the relevant provisions of the State Council in the division of compulsory education powers and expenditure responsibilities,as well as the local laws,regulations and norms of Hunan Province,which are the compulsory education rights of Hunan Province.And the division of expenditure responsibility research lays a solid legal foundation.This paper uses the method of data statistics,combined with the specific content of the compulsory education authority and expenditure responsibility between Hunan Province government,in the second chapter,deeply analyzes the basic problems of the compulsory education power in Hunan Province,and the unreasonable responsibility of Hunan compulsory education expenditure.At the office.Through data analysis,it is found that the development of compulsory education in Hunan Province,the county-level government’s power is too heavy,the provincial government does not exercise the overall planning and planning power of the compulsory education development in the province,and the division of compulsory education power at all levels isunreasonable.In addition,there is also a lack of perfect financial transfer payment system for compulsory education expenditures in Hunan Province.There is a clear gap between urban and rural compulsory education funding guarantees,school infrastructure funding is unevenly distributed in urban and rural areas,and government finances are not adequate for private education funding.In response to the above problems,this paper proposes corresponding solutions.First,deepen the division structure of compulsory education authority and expenditure responsibility in Hunan Province,appropriately upgrade the county-level government’s authority to the provincial government,and refine the compulsory education of inter-governmental children.And the right to handle private compulsory education,while rationally allocating funds for financial transfer payments,focusing on the realization of the legalization of the fiscal transfer payment system.Second,build a legal system for compulsory education in Hunan Province,improve the supporting local laws and regulations for compulsory education in Hunan Province,improve the law enforcement system,formulate a legalized system of powers and expenditures,and improve the dispute resolution mechanism for compulsory education.In summary,the division of compulsory education authority and expenditure responsibility in Hunan Province should fully integrate the regional situation and economic development status of Hunan Province,to further presume the balanced development of compulsory education in Hunan Province as the basic goal,and strive to realize the system of compulsory education authority and expenditure responsibility and legalization in Hunan Province.
