Research On The Division Of Administrative Power And Expenditure Responsibility Of Compulsory Education In China

In 2019,the State Council issued the notice on the reform plan for the division of financial powers and expenditure responsibilities between the central and local governments in the field of education,which clearly listed compulsory education services as the scope of common powers of the central and local governments,and the expenditure responsibilities shall be borne by the sub projects of the central and local governments in proportion.With the rapid development of compulsory education,the expenditure responsibility of grass-roots governments has increased,which objectively affects the level and quality of compulsory education services provided by the government.Therefore,this paper takes the division of compulsory education authority and expenditure responsibility as the research object,discusses its theoretical basis,development status and problems respectively,and tries to provide specific suggestions for the rational and clear division of compulsory education authority and expenditure responsibility,so as to ensure the balanced development of compulsory education.The research methods of this paper are normative analysis and comparative analysis.Firstly,in the introduction,it briefly expounds the research background,significance and content,and explains the innovation and shortcomings of the article.Secondly,the first part briefly describes the connotation and relationship between administrative power and expenditure responsibility,financial power and financial power,and analyzes the theoretical basis of this paper;The second part analyzes the current situation of the division of administrative power and expenditure responsibility of compulsory education in China,and puts forward the possible problems,including the lack of legal basis for the division of administrative power of compulsory education,the low focus of teachers’ salary expenditure responsibility,and the unreasonable provisions of financial transfer payment,which are not conducive to the effective provision of compulsory education services;The third part expounds the division of powers and expenditure responsibilities in the field of compulsory education in the United States,Japan and France,and summarizes useful experience;The fourth part mainly analyzes the suggestions to improve the division of administrative power and expenditure responsibility of compulsory education,and puts forward specific suggestions one by one according to the problems raised above.Finally,the conclusion summarizes the conclusions of this study.The conclusions of this paper mainly include: first,in view of the unreasonable and unclear division of the administrative power of compulsory education,China can learn from the beneficial attempts of foreign countries,and clearly divide the administrative power of compulsory education through legislation,so as to provide the basis for the responsibility of government expenditure.Second,establish the sharing mechanism of teachers’ salary expenditure responsibility,clarify the burden proportion of governments at all levels,and strive to shift the focus of expenditure responsibility to provincial governments,so as to alleviate the financial pressure of grass-roots governments on Teachers’ salary expenditure;Third,in order to narrow the gap in the development of compulsory education between regions and ensure that the grass-roots governments with insufficient financial resources can normally provide compulsory education services,China should strengthen the general transfer payment of the central government and conduct a more in-depth study on the transfer payment system of compulsory education.
