Local civil servants in China for candidates in the process of hiring census register limit condition is very serious.There are three standards to determine whether a behavior belongs to employment discrimination: a difference between treatment;the difference produced adverse consequences;the difference is forbidden by law.And three exceptions: the needs of national security or public interests;the special protection of certain laborer or support measures;the professional qualification requirements of the work.According to the standard,the behavior of the candidates to limit the residence constitutes employment discrimination.The causes of household employment discrimination are three: narrow local protectionism;the benefits of the household system pattern of protection;legal system is not perfect.At last,the suggestions as following: perfect the legislation;reforming the household registration system;the specialized agencies to set up the employment discrimination.
