Design And Implementation Of County-level Emergency Command System

The emergency command system is an important means for government departments to improve emergency management capabilities.In recent years,in order to enhance the abilities to quickly handle emergencies,the departments of county-level governments,as the main body of emergency handling,have actively promoted the construction of emergency platform system.Before the construction of emergency command system,due to the lack of information system as a support,there are a lot of problems exist in the emergency management of the county-level governments,the management processes of the plans are not standardized,the maintenance of emergency resource data is not timely,the efficiency of the command and dispatch is low and the method is single,it is impossible to formulate corresponding disposal plans in time according to the plan,there is no auxiliary decision-making tools for handling emergencies,and problems such as the inability to reuse the functions of a large number of information systems have been built.In addition,at the present stage,there are no definite standards and models for how to build the county-level emergency command system,which led to problems such as the single function of the emergency system already established.In view of the above problems,based on the needs of emergency command business in a County District,and the research of Java EE development framework,MVC design pattern,GIS,SOA architecture,online office middleware and other technologies and products,this paper summarizes the characteristics and requirements of the county-level emergency management work,and puts forward the county-level emergency management business process.The emergency command system is designed and implemented.The system includes six functional modules,such as daily management,monitoring and warning,command and dispatch,plan management,emergency resource management and third-party service integration.The innovation points of this paper are summarized as follows:1.The emergency command system in the market is generally not limited to a certain management level or region,and it is rarely based on the corresponding characteristics of the county-level emergency management business.Starting from the county-level emergency management business,this paper carries out a detailed study on the business and analyzes the problems existing in the county emergency management work.Through combing and analysis of business needs,this paper puts forward the functional architecture and technical framework of the county-level emergency command system.Based on loose-coupling technology architecture,the system can integrate services between heterogeneous systems and integrate multi-source data,has good usability and expansibility.Based on the software engineering method,the emergency management workflow is redesigned and refined,through using the software development technology and integrating the third-party services and products.The county-level emergency command system is finally realized.2.In order to save the investment of government and reuse the functions of the existing information system,this paper designs a third-party service integration module in the emergency command system,and provides expandable adapter interfaces.At present,the system has connected with the SMS platform and the geographic information sharing and exchange platform.The system realizes short message service and geographic information service through the integration of third-party services.The next step is to integrate CTI system.3.As the main body of emergency handling,the county-level governments have high requirements for emergency disposal capacity and timeliness.In order to improve the efficiency of emergency disposal,this paper designs a function module for automatic generation of disposal scheme.The event type is directly related to the related plan,and the online office middleware technology is integrated with the system function.The plan content and resource data items are directly filled into the disposal scheme,and the automation of generating the whole process from event information to associated plan to disposal scheme is basically realized.Through system testing and application,the emergency command system has played a very good role in many aspects such as daily management,auxiliary decision-making,command and dispatch,resource management,plan management and so on.The system has improved the level of emergency management in a County District and the efficiency of dealing with emergencies.
