| The emergencies in areas of natural disasters,safety-production,public health,social security and others threaten the safety of people’s lives and property seriously.In recent years,the state attaches great importance to the emergency rescue work of natural disasters and social emergencies.The military-civilian both have invested a lot of human,material and technical forces to promote the continuous improvement of the emergency rescue system.However,in the practice of emergency rescue,the support ability of command information system is weak,and it is difficult for military-civilian rescue forces to give full play to their characteristics and advantages to form an overall force.Therefore,based on advanced information technology,combined with the requirements and command relationship of the military-civilian emergency rescue,this paper explores the construction and application of the integrated military-civilian emergency rescue command information system,in order to provide some reference for the research of the emergency rescue command.This paper studies and analyzes the basic concepts and characteristics of the military-civilian emergency rescue,reviews the historical evolution and institutional settings of the military-civilian emergency rescue in China,points out the difficulties in the military-civilian emergency rescue and command from the perspective of practice,puts forward the business requirements of the military-civilian emergency rescue,and explores a new type of military-civilian emergency rescue command system.Combined with the requirements and command system,the main framework and design scheme of the integrated command information system for military-civilian emergency rescue are proposed.According to the task mode and system view that the system faces,the system is designed in six architectures,including business,capability,system,technology,service and data,and the system visual expression interface and information data synchronization mechanism are established from the perspective of application.In order to verify and test the effectiveness of the system further,the paper assumes earthquake disaster to carry out desktop deduction,following the main line of emergency rescue response process closely after the earthquake,and carrying out a series of practical functions such as disaster information generation,data statistical summary,linkage support function,disaster assessment and decision-making,rescue resource scheduling,joint rescue APP application and rescue progress tracking management The application and display prove that the integrated command information system of military-civilian emergency rescue can realize information exchange smoothly,scheduling and organizing orderly,scientific decision support,and meet the actual needs of "comprehensive and large-scale emergency" emergency rescue work when the military-civilian emergency rescue forces respond to sudden disasters,which is of great significance to promote the modernization of emergency management system and capacity in China. |
