The Third Plenary Session of the 18 th CPC Central Committee regards "promoting the modernization of the country's governance system and governance capacity" as the overall goal of comprehensively deepening reforms in the new era.Urban refinement is an important manifestation of the modernization of governance capabilities.Urban management law enforcement is an important aspect.Improving the level of urban governance is of great significance.Since the pilot work of Xuanwu in Beijing in 1997,the urban management law enforcement department has made great contributions to urban management,and at the same time,some problems have arisen.Urban management law enforcement needs to deal with complicated matters and many departments.When the powers and responsibilities are unclear,and the relevant departments push each other out,the urban management law enforcement is “fragmented”.The solution to this problem will help improve the city.Governance level.At present,the urban management law enforcement reform has been promoted in an orderly manner throughout the country.Wenjiang District has carried out comprehensive reform work in 2018.It is the region that carried out this work at the earliest in the first and second laps of Chengdu.The study of Wenjiang District can clearly understand that The causes of fragmentation and the solution are proposed to provide experience for similar areas.The survey found that Wenjiang District has incorporated the power of law enforcement objects in solving the "fragmentation" law enforcement.This is a new idea that we can learn from.The relevant researches in China mainly focus on the three aspects of law enforcement system,law enforcement personnel and law enforcement environment.The research on "fragmentation" in China was firstly represented by a group of scholars represented by Huang Shengmin,who introduced this concept into communication studies.The current research on the “fragmentation” of urban management law enforcement mainly uses the overall governance theory and multi-center governance theory to analyze and rarely introduce other theories.This paper introduces the theory of collective action in institutional economics and analyzes the problem of “fragmentation” in urban management law enforcement.On the one hand,combined with the actual research,the specific performance of “fragmentation” is described.It is concluded that the “fragmentation” of urban management law enforcement mainly includes: “fragmentation of interests”,“fragmentation” of institutions and “fragmentation” of law enforcement processes.On the other hand,through the application of the theory of collective action,the deep-seated reasons for this phenomenon are analyzed.The reasons for this phenomenon can be summarized as: the size of the group,the nature of the group and the lack of standardization.Through the analysis of the reasons,the proposed dissolving path is mainly to change the income of various interest groups by re-establishing the scope of duties and broadening the digital urban management law enforcement,integrating the law enforcement agencies and applying positive incentives to build heterogeneous groups,and strengthen the team.Building and learning new ways to improve the “fragmentation” dilemma in the basis of standardization,and hope to use these three measures to improve the selective incentives for urban management law enforcement,thus eliminating the problem of “fragmentation”.This paper firstly defines the concept of urban management law enforcement and urban management law enforcement fragmentation,and then describes the explicit form of fragmentation phenomenon,then introduces the collective action theory of institutional economics to analyze the causes of the phenomenon.Finally,combine The field investigation of the relevant departments of urban management law enforcement in Wenjiang District analyzed the causes of this phenomenon and proposed a solution path for the problem.
