The Action Logic Of Urban Management Law Enforcement From The Perspective Of Street-level Bureaucrats

Street-level bureaucrats are at the bottom of the policy implementation chain,provide public services and implement national policies through face-to-face interaction with the public,and have certain discretionary powers in the implementation of policies.The urban management law enforcement officers with unique Chinese characteristics are a typical street-level bureaucracy.They are the last and most critical link to ensure the implementation of various national policies.They are the most direct executors of many responsibilities of the government,and they are also the window for the people to understand the government.It plays an important role in local governance.Since the day of the K District Urban Management Administrative Law Enforcement Bureau in 2008,it has never stopped the practical exploration of the transformation of urban management mode.2020 is the final year of the reform of my country’s urban management law enforcement system,so it is necessary to choose an entry point to examine the effectiveness of the transformation of the urban management law enforcement system.This article is an in-depth analysis of the operational logic of urban management law enforcement in District K at different stages of the urban management law enforcement system reform,and uses urban management law enforcement practices to test the effectiveness of the urban management law enforcement system reform,hoping to provide some ideas for further deepening the reform of the urban management law enforcement system.Using street-level bureaucracy theory as a research perspective to analyze the interaction process between K district urban management law enforcement officers and mobile vendors is an important clue to explore the logic of K district urban management law enforcement actions.Urban management law enforcement officers are street-level bureaucrats in the Chinese context.Therefore,by combing the theoretical schools of street bureaucracy at home and abroad,based on the existing street-level bureaucratic research,combined with the law enforcement practice of K district urban management,this paper extracts three variables from several analysis variables:field,system,action.On the basis of sorting out the development and reform process of K district urban management law enforcement from 2008 to the present,in Chapters 234,the K district urban management law enforcement system reform is used as the basis for dividing time nodes,and three variables are used for the start-up and reform of K district urban management.Analyze and interpret the actions in the deepening stage in depth and detail.The combination of three variables to explain the law enforcement actions of urban management at different stages not only depicts the logical lines of urban management law enforcement actions,but also better tracks the evolution trend of urban management law enforcement actions during the reform of the urban management law enforcement system.
