Research On Intellectual Property Rights Protection Assistance System Under The Background Of Innovation-driven Development

The 18 th National Congress of the Communist Party of China listed innovation-driven development strategy as a national strategy.The 19-party report pointed out that innovation is the first motive force for development and a strategic support for building a modern economic system.In May 2016,the State Council of the CPC Central Committee issued the "Implementation Outline for the Development of National Innovation Driven Development." In July 2016,the Tianjin Municipal Government issued the Opinions on Implementing the Outline of National Innovation Driven Development in Tianjin.Increasing the protection of intellectual property rights is conducive to encouraging innovation,driving the development of the industry,improving the national innovation level and promoting the implementation of innovation-driven development strategy.Nowadays,the development of intellectual property rights is showing a very strong momentum.As a result,the demand for assistance in safeguarding the rights of intellectual property in our country also increases.Our country nowadays has a very urgent need for the mechanism of safeguarding rights that is convenient and quick for intellectual property.The establishment of an aid system for safeguarding intellectual property rights has become an inevitable requirement for the development of the cause of intellectual property rights as well as an inevitable requirement for transforming government functions and building a service-oriented government,or an important measure for promoting supply-side reform.The State Intellectual Property Office released the Guiding Opinion on Assisting in the Protection of Intellectual Property Rights in November 2007,and the Tianjin Intellectual Property Rights Protection Assistance Center was established in 2009 and is mainly responsible for assisting the city's intellectual property rights protection and guiding enterprises to focus on independent intellectual property rights Conduct risk diagnosis and establish early warning mechanism.In the work of safeguarding rights,it has served the pillar industries,strategic emerging industries and major projects,and escorted the technological innovation and development of enterprises.The main contents of this paper include the following two aspects: First,based on the theory of innovation-driven development and rights protection,the paper summarizes the domestic and international innovation-driven development and the theory of aid for intellectual property rights protection;secondly,Analyze the status quo of aid work on intellectual property rights protection in Tianjin,find out the problems in development,and study and propose new measures to give full play to the important role of aid work on intellectual property rights in promoting the steady and rapid economic development in our country.This thesis summarizes the existing problems in the assistance of intellectual property rights protection by means of questionnaires and expert interviews.At the same time,according to the problems existing in the work,some 30 improvement measures in seven aspects are put forward,which will help to further implement the new development concept,do a good job in the protection of intellectual property,and constantly improve the contribution of intellectual property to economic development.Build an internationally influential industrial innovation center and a leading innovation-oriented city in China to provide strong support.
