Research On The Role Of Government In The PPP Mode

At present,the PPP has become the main mode in the area of infrastructure and public building.There are have cold attitude from the main force of social capital,especially private capital in this mode.To investigate its reason,because the role of our government is not clear or unreasonable in the PPP mode at present.So if our government's role is clear,it will be have more better cooperation relationship between government and social capital,and will be promoting the development of our society and economy.For solving this problem,the author in-depth researches the main problems and reasons of PPP,starting with introducing the situation of government in the PPP mode;On this basis,further analyzing the related research result and experience from domestic and oversea government in the PPP mode;basic on the confirmed reasonable position and gist of government in PPP mode,to offer a proposal of system and guarantee measure for government's reasonable role position in PPP mode.We hope our different levels government will undertake the different roles in the different PPP modes,it should be separate the government joiner,maker of stipulation and supervisor;in the aspect of guaranteed reasonable measure,and our suggestion is building a credit system of government through legislation and supervision,and then reach the aim of government's reasonable role position in the PPP mode,at last,there will be have a reasonable relationship during government and social capital,and then will release the maximal worth of social capital,promoting social economy developing.
