Study On Public Security Management Of Civil Aviation Airport In China

In today's society,with the development of economy,the air transport industry of China is developing continuously.The number and scale of domestic civil aviation airports are expanding rapidly,and aviation activities are becoming more and more frequent.It can not only provide convenience for the transportation of people,also greatly shortens people,the distance between countries,air transport as an important mode of transportation has become an important part of people's life.Therefore,the safety of civil aviation has become the focus of attention.As an important part of civil aviation safety management---the airport public safety risk management,which plays an important role in the whole aviation safety management system.Based on the objective of the public safety management of civil aviation airport in China,this paper makes an in-depth study on the causes of problems in Pudong international airport and conducts an analysis and research,from the point of view,through the analysis of the typical airport of Pudong international airport,this paper gives some practical and feasible countermeasures to improve the public safety management of civil aviation airport in China.The topic of this thesis has certain theoretical and practical significance.This paper mainly discusses the theories,management status,problems andcauses of the public safety management of Shanghai Pudong international airport,as well as the reasonable management countermeasures,literature research and case analysis are used as the main research methods.On the basis of the concept of civil aviation airport and civil aviation airport security management,at the same time,it adopts the theory of public safety,the theory of accident cause and the theory of system security as the important theoretical foundation of this paper.Analysis of the development of Pudong international airport and airport safety management,it can be seen that although the current management methods have achieved certain results,there are still many problems.There are problems in the aspects of employee management,the disposal of unexpected incidents,the construction of airport security culture and the information communication system.Among them,the employee work aspect,the problem is mainly the violation operation is serious,this study uses two cases to explain:“12.1 the air speed pipe sleeve is not removed during the inspection process”,“5.10 the airport passenger lift car bruised A330 aircraft wings”;in dealing with unexpected events,this paper also uses two cases to illustrate the problem:“5.4illegal floatation kite flying leads to flight preparation and return”,“6.12 T2 firecracker explosion at Pudong airport”;however,the lack of airport security culture construction is due to the fact that some managers just formalism,and the development of the department is unbalanced,so the construction of safety culture is difficult to grasp;the airport reporting system is not sound,there is a case: “8.24 fire rescue vehicle runway invasion”,at the same time,there are problems with the delay of flight information.For these questions,this article has been analyzed and given a reasonable management strategy: set up reasonable employee management mechanism,establish and perfect emergency management,strengthen airport security culture construction,and establish security information platform.The innovation of the thesis is mainly about the first,it has a certain path-breaking,after searching the search,it has been found that there are very few articles about the public safety management of the airport.Secondly,write from the perspective of a civil aviation worker,more can discover the problem and put forward practical and reasonable suggestion measure.The third,according to the previous point,the proposedsuggestions have practical guiding significance to the safety management of the airport,which is more conducive to practical operation.This paper tries to explore the public management of Pudong international airport,from the point of view of safety management,through the management of employees,emergency management,cultural construction,information management,some suggestions are put forward.It will help to solve the problems of civil aviation airport security management and improve the management level.
