Research On The Innovation Of Community Management Model In Heping District Of Shenyang City

Since the end of the 1980 s,the "unit person" of the original old city in our city has evolved into a "community person",and the community has become the most important organizational unit of the city.The management system at the grass-roots level in Chinese cities has also evolved from a "unit system" to a "community system." Community management has gradually received the attention of governments,scholars,and urban residents.Corresponding modes of community management have also emerged.Major cities in China are actively exploring new modes of community management.Since 1999,the Ministry of Civil Affairs has initiated the reform of the city's grassroots management system to guide the development and implementation of community management models in urban communities across the country.After many years of practical accumulation,there have been the Beijing model,the Shanghai model,the Shenyang model,the Shenzhen model,and the Wuhan model.These models have strong community autonomy,but the development is not yet completed,and the community management model is still a key research areas for construction and community development of Chinese city.With the acceleration of urbanization in China,the scale of the city continues to expand,and at the same time,the construction of new communities is changing with each passing day.In the course of the continuous construction of the city,the traditional urban regional structure is facing changes.As an important part of the city's composition,the community has increasingly become an important part of urban management.Heping District is located in the economically developed area of Shenyang.The Shenyang Heping Community is the earliest built-up area in Shenyang,with 18 sub-district offices and 9 street police stations and other jurisdictions.The “government-oriented” community-based management model implemented in the Heping District of Shenyang complies with the overall development needs of Liaoning Province and its unique features.It is the economic development,social security,and floating population management in the Heping District of Shenyang.We have made great contributions to various aspects such as support for the elderly,the sick and the disabled.It is difficult for the existing management model to achieve the “community autonomy” required by the “Organization Law of Residents' Committee” in China.In addition,under the planned economy,the government's choice of administrative management is,in the final analysis,determined by the planned economic system,which inevitably reinforces the role of government departments at all levels,especially the economic authorities,so that the effectiveness of the urban management system is not get effective played.Therefore,this paper takes the Heping District of Shenyang as the research object,and discusses the theoretical problems and innovative practices in the management of urban communities in China.The “Shenyang Model” emphasizes the management mode of “community autonomy”.The community management work in Heping District of Shenyang conforms to the future direction of urban development in Shenyang and provides a strong guarantee for the implementation of the new talent policy in Shenyang.However,in the actual process,the management model of “zoning nature” still exists.This is because it can share certain pressures for the Heping District Government of Shenyang and undertake some public service products that should belong to local governments.It can provide support for regional economic development and other aspects.On the one hand,this is caused by the longest implementation of the planned economy in the Northeast,and the planned economic thinking of Shenyang is still strong,which is ultimately caused by the slow economic reform.On the other hand,the community neighborhood committee of this administrative management model has strengthened the subjective role of local governments in community neighborhood committees,and the effectiveness of grassroots self-governance management of community neighborhood committees has not been realized.However,according to the "Organization Law of the Urban Residents Committee of the People's Republic of China",it is explicitly required that the urban community neighborhood committees should achieve "community autonomy",and there is no affiliation between the local government and the community neighborhood committee.Community management in Heping District of Shenyang City still has irregularities,and the “autonomy” function of some communities needs to be activated.The main research contents and achievements of this article specifically include: "Community culture" to unite the common spirit,stimulate the "people-oriented" new ideas;improve the negotiation mechanism and create a new "community democratic governance" The situation;deep cultivation of the "people's livelihood service grid",forming a new style of "residential committee at the doorstep";building a service platform for the coordinated management of social forces,forming a new situation of "people's autonomy";upgrading social governance innovation,exploring new goals of "reaching the masses".Based on the practice of community management in the Heping District of Shenyang City,this paper proposes to strengthen the community management security system and residents' self-government,improve the system,gradually realize the standardization of community management,improve the “group management” of the property service sector,and strengthen the cultivation of diversified community building forces.Improve safeguards for modern technology innovation in community management.This paper researches the theoretical analysis and practical application of community management in Heping District of Shenyang,and proposes the innovation of community management model.It has important application value and practical significance for strengthening the management level of urban communities in China and realizing the autonomy of community residents.
