Urban management is the new problem that the city government has confronted with in the 21th century.In China, because of the influence of planning economy and traditional thought, city only provide free public goods for life and production. The city government builds the municipal infrastructure without operation, resulting the low quality of service. Though much money are put in for the public service, there are no profits. The city government is in the situation of lack of capital for urban construction and low construction efficiency, and the urban resources are not utilized effectively. So the municipal investment is shortage, and the urban construction lags behind, which have an effect on the development of city economy and society. To solve this problem, the city government must set up the idea of urban management, and this is a necessary requirement for the urban construction and development in the market economy. With urban management, the city government can widen the investment channel and introduce more capital for urban construction.The economic globalization and China' s entering WTO also require the concept of urban management.. The development of globalization has made China' s urban economy merge into world economy. For attacting domestic and foreign elements to participate the development of urban economy and improving the advantage of urban competition, the role of city government should be redefined. The city government should manageurban resources, not enterprises, After entering WTO, it also needs to set up an idea of urban management to improve the level of governmental administration in new situation.This paper is divided into six parts.The first part gives the backgrounds and meanings of urban management and current study situation.The second part explains the idea of urban management in detail, including concept, contents, subject and object, target, and operation mechanism.The third part discusses the transfer of government functions, the duty of government, and the urban resources in the urban management.The fourth part expounds the model of urban management, and analyses three models: urban function, industrial orientation, and comprehensive operation.The fifth part discusses the type of investment and finance in urban management.The sixth part puts forward that urban management must carry out sustainable development, points out the problems existing in current urban management, and gives approaches of the sustainable development of urban management.
