Research On Financing Model Evaluation Of Affordable Housing Based On Entropy Weight Fuzzy Method

With the development of China's urbanization,the housing problems of low-income families are becoming increasingly prominent,which is related to the people's livelihood in China.As an important part of China's social security system,housing security has been paid great attention by the local governments in successive years,and the number of affordable housing construction is increasing year by year.But for now,China's housing security system is not yet mature;many aspects need to be improved.Especially the supply problem of affordable housing construction,such as the singleness of the financing mode,the lack of social capital and the imperfect of the relevant funding policy,has seriously hindered the development of affordable housing in our country.It is imperative to establish and perfect the evaluation of the security housing financing mode and the mechanism of multiple choices.In order to solve this problem,firstly,this paper analyzes the internal and external environment of the affordable housing financing,and identifies the influencing factors of the financing mode selection.And summarizes the current financing channels of our country as the government directly financial investment model,the debt financing model directed by the government,the cooperation model between the government and enterprises or private.These factors and financing models have become an important basis for the evaluation and selection of financing models.Secondly,this paper reviews the previous literature,combined with influencing factors of financing mode,using the WSR system methodology,and summarizes and refines the primary evaluation index.With the selection from expert investigation,this paper finally forms the evaluation index system,including 9 first-class indexes and 28 second-class indexes.Combined with the characteristics of housing security financing,this paper improves further the method of the weight calculation in the entropy fuzzy comprehensive evaluation model into double-points method in entropy method,to overcome the shortcomings of the entropy weight method.On the basis of this,the choice of financing mode is discussed.The single financing mode and financing mode are analyzed,and combined with the classification of financing mode,separately elaborated to direct government financial input,led by the government debt financing mode,government and enterprises or private cooperation mainly three kinds of financing mode combination.Finally,using the evaluation index system and the financing mode of fuzzy evaluation method based on entropy weight model of a Henan province shed changed resettlement housing construction financing mode research,evaluation of the optimal financing mode,and puts forward some suggestions on the choice of financing mode.
