Bid-evaluating in the construction project is a complicated system engineering, it is the key to decide whether a bid and tender is successful or not. As to the late start, as well as not early study on the method of it on this side, it is very difficult for us to make scientific decision in the bid-evaluating. In order to set up the bid-evaluating model of science, practice and operation, it is theoretically and practically meaningful to have deep analysis on it.This paper has some research work and conclusion as following:At first, this paper wholly introduces the conception, principle and procedure of evaluating based on national regulation of bid-tender, and further analysis the problem that should arouse our attention when evaluating. It also describes the principle of bid-evaluating making and theoretic basis of the scientific decision-making method of bid-evaluating.Secondly, it shows the statement of several traditional means of bid-evaluating in china, such as the single-evaluating, synthetic-evaluating, the lowest-cost bidding, compound biding, two-stage bid-evaluating and value-engineering, and it displays its various characteristics and applicable categories and the good points andweakness.Thirdly, this paper constructs the mathematic model of the analytic hierarchy process(AHP),fuzzy comprehensive evaluation and entropy weight using modern theory of decision-making. It gives the case analysis on a concrete engineering project, and demonstrates the further comparative analysis on the three ways of bid-evaluating.Lastly, it provides the research on the device problems of bidding decision-making support system, mainly discusses the system of structure and working in the field, and it tries to design one of its sub-systems and thus gets the summary of the whole paper.In short, this paper provides the scientific basis for decision-making of bid-evaluating in the construction project.
