On The Perfection Of China's Current Anti-Smuggling System

The fifth article in Customs Law of the People's Republic of China stipulates that the country implements the system of joint anti-smuggling,unified treatment and comprehensive management.It is extremely rare in our country's legislation to formulate a national system in the form of law as a specific undertaking.So it shows the extreme importance of anti-smuggling work.It has been 18 years since the anti-smuggling system was established and operated.Great changes have been taken place in all sectors of our economy and society,and new developments have taken place in the anti-smuggling work.At present,the institutional reform of the marine and border in China is under way vigorously,and it will also have an important impact on the operation of the anti-smuggling system.Therefore,it is necessary to make a comprehensive evaluation of the operation of the current anti-smuggling system,and provide theoretical preparation for further refined the anti-smuggling system.This article focuses on the operation and improvement of our anti-smuggling system,finding the problems and root causes in the new anti-smuggling System,and giving some suggestions on improving the anti-smuggling work system design by comparing the problems and reasons.This article contains three topics.In the first part,it mainly talks about the problem and challenge in existing anti sumggling system in China.It starts from the evolution of the anti sumggling system,and discuss the background and reason of it according to the current situation and practice of anti sumgglling.It also discuss the problem and challenge in existing anti sumggling system due to the current situtaion of operation.In the second part,it mainly analyses the root cause of issue in existing anti sumggling system.It contains the shortage of top-level design,the limitation when carry out,and the difficulty in law practice of anti sumggling.In the third part,it mainly discuss the improvement of anti sumggling system.From different point of view,legislation,law enforcement,supporting,participation and supervision,it trys to express some opinions of modifying the existing problem in the system,improving...
