As an important gateway for promoting international trade,the customs has gradually strengthened its efforts in promoting the reform of "deregulation,regulation and service","double-randomization,one-openness",and national customs clearance integration.As one of the main battlefields of the anti-smuggling department,the customs supervision site Crack down on smuggling,maintain a normal and healthy trade order,and promote economic and social development.The subject lies in people and the key lies in people.There is an urgent need to establish a sound performance management system as a starting point to further mobilize the enthusiasm,initiative and creativity of the anti-smuggling officers and police,who have the courage to assume their responsibilities and work in business,and strictly prevent and crack down on all kinds of illegal smuggling activities with a positive attitude and good performance,so as to provide a strong guarantee for safeguarding the security of the country,ensuring the national fiscal revenue and maintaining the healthy economic and social development.This paper based on S customs anti-smuggling bureau as the research object,by analyzing the performance management status of the S customs anti-smuggling bureau,and reference to the MBO target management method,key performance index evaluation method,360-degree evaluation method,etc.,using the method of documentary,questionnaire and interview survey,analytic hierarchy process and other methods and related tools,further find the agency in the deficiency existing in performance management work.According to the theory of performance management,the performance management system of S customs anti-smuggling bureau is optimized.In terms of the performance plan,the performance management organization was established,the job responsibility list was designed,the performance evaluation indexes of units and individuals were optimized and the weight of corresponding indexes was quantified;In terms of performance implementation and assessment,the assessment level,grade and proportion are improved according to the actual work,and how to evaluate the new performance system is clarified;In terms of performance guidance and communication,it is proposed to strengthen process training,cultivate correct ideas,improve performance guidance ability,and strengthen assessment and supervision,and points out the form and matters needing attention of performance feedback;In terms of the application of performance results,it is proposed to combine the assessment results with selection,rewards and punishment,education and training,and police resource allocation.This article through the S customs anti-smuggling bureau performance management system optimization design,aimed at providing help for the career development of the staff of the bureau,providing the basis for management police resources management decisions and carrying out the performance management system for the national customs anti-smuggling department to provide the reference,it strives to achieve the organizational strategic objectives of the anti-smuggling department to the greatest extent and better safeguard the security of the country’s borders and national fiscal and tax security.
