A Study Of Customs Anti-Smuggling In The Period Of Nanjing National Government

Smuggling is a kind of illegal trade between the countries,caused by the price difference during the practice in foreign economic relations and trade.Smuggling activities had been increasing due to the political and economic situations from late Qing dynasty to the period of the Republic of China.The government tried hard to enact many anti-smuggling laws to fight against smuggling.For example,customs is a department of special and typical significance subject to the state administrative organs,which is set up exclusively for anti-smuggling management.It is a kind of independent right of customs fighting against smuggling.However,the Chinese government had lost it since the first Opium War.In order to be an independent state,the government had to fight for its’ own rights.Thus,when the new government was built,the reformation of customs and the anti-smuggling laws such as Customs Anti-smuggling Act had been started.In this research,I tried to focus on the customs anti-smuggling system during the period of the Republic of China.There are four main parts in the essay.The first part tried to tell what is smuggling and anti-smuggling.The second and third parts tried to analyze the customs anti-smuggling system.The last part tried to conclude the value of the customs anti-smuggling system according to all of the content above.
