The housing security is an important part of China's social security and it is an important guarantee for realizing people's right to reside.In the recent years,with the rapid advancement of urbanization and the rapid growth of housing prices,the contradiction between the housing supply and the housingdemand has become increasingly prominent.In order to speed up the realization of the "residence and residence" strategic goal and to effectively solve the housing difficulties of various low-income families,the leasing-type housing has become an inevitable choice to solve the housing difficulties of low-and middle-income groups and it can promote social equity and harmony.After more than a decade of development,the number of affordable housing has grown rapidly,and it has played an important role in solving the housing difficulties of people with low-income housing in urban areas.At the same time,the management of affordable housing has exposed many problems.The affordable housing has been built,but there is no one to management the affordable housing.Meanwhile,the unfair distribution and the difficulty in exiting about the affordable housing have become the focus of attention.The Changsha Municipal Government has taken the Safeguarding Housing Project as a major measure to improve people's livelihood,boost development,and promote harmony.The city's housing security system has been basically completed,the management system has been gradually improved,and the living conditions have continued to improve,but there are still problems in the management mechanism.Problems such as lack of follow-up management and poor sharing of work information.By using the government function theory,market failure theory,fair distribution theory,and Maslow's demand hierarchy theory,this paper will investigate the current situation of housing security development in Changsha,and summarize the problems and deficiencies in the management of leasehold security housing in Changsha.By learning from the successful experiences of developed countries and the developed cities in China,we use survey,research,interviews,data collection and other methods to refer to the research results of the existing affordable housing management.To improve the management process supervision,improve the relevant policies and regulations,improve planning and construction,and accelerate the development of information technology,and put forward practical measures for the development ofrental-oriented housing.
