Nowadays there exists an outstanding problem in the development of thehousing industry in towns and cities in China, which is the potentiality of theneed of housing and the insufficiency of the effective market. Therefore, tostudy the financing of housing systematically and to enhance the validpurchasing power of the residence, especially those with middle or low salary, isof great importance to help to financially support the housing industry tobecome a new increasing point of national economy and a popular consumingpoint.The house financing process concerns three basic aspects--housing savings,housing investment and house financing mechanism. On studying the threeaspects, disclosing the internal relationship among, and the varying rules of theeconomic variables concerned during the financing process, to approaching themechanism and conditions of balancing the housing deposit and investmentduring the process, combining our national condition, and using for referencethe experiences of the western developed countries, this article is to construct asystem which will fit in with the real condition in China.To avoid the risks in home mortgage, the house financing mechanism needssome supporting measures. Simultaneously it needs related legal norms toregulate those financing behaviors, guide an orderly competition, andstrengthen the unified harmonization and supervision-all for keeping thehouse financial grow healthily and continuously.
