Research On Construction Of Affordable Housing In Changsha

"The security of its population and lucky industry", "Han Shu and Huo Zhi biography" in the sentence, still vivid expression with the dream of every Chinese people. Housing is the basic condition for the survival and development of human beings. It has both commodity and social security attributes. Therefore, from an obligation, the state has the responsibility to help their own citizens have housing.Since the implementation of the housing reform in Changsha city since 1980s, the reform of the housing market, monetization has achieved great success. Government investment in housing projects also increased year by year, and for different groups of housing needs of the initial construction of a multi-level housing security system. However, in the implementation process of the specific implementation of the construction of affordable housing, there are still many problems, such as financial difficulties, lack of housing supply, which will affect the construction of "harmonious Changsha" goal and social stability. Therefore, how to properly solve these problems, improve the existing system of affordable housing construction, to become the top priority of the government.Based on the theory of harmonious society and new public management, this paper makes a research on the construction of affordable housing in Changsha by using the methods of theoretical analysis and practical analysis, and gives some suggestions on the basis of the research. This paper mainly includes five parts:firstly, the purpose, significance, domestic and foreign literature review, research methods and content. Secondly, this paper introduces the basic theory of the construction of affordable housing, and provides a theoretical basis for Changsha city to solve the housing problem of the low-income population. Then introduces the current situation of the construction of affordable housing in Changsha city and the existing problems and causes of problems. Then use comparative analysis method and selection of domestic and foreign mid and low-income group's housing problems solved very well in countries and regions as the object of study, analyzes the methods and measures in these areas to solve the housing problems of low-income, in order to provide references for the Changsha construction of affordable housing. Finally, in reference to foreign experience at the same time, this paper argues that through the promotion of government enterprise cooperation in the construction of affordable housing, introduced for the construction of affordable housing system, broaden the fund raising channels, improve access to affordable housing and exit management mechanism and hierarchical security of supply of housing and other measures, to improve the affordable housing construction in Changsha City.
