| As the average life expectancy of the population is increasing,the problem of population aging in China is becoming more and more serious,and the demand for old-age services for the elderly population is increasing.Community home endowment services is different from traditional family pension and institutional pension.It is an old-age service model that provides various types of aged care services in families and communities where the elderly live.It is proved that community home endowment services can develop well in some places in China.The community home endowment services can exert its advantages only if it is used by the elderly.Therefore,the research on service utilization has strong theoretical and practical significance.In August 2014,Nanning was listed as a pilot area for reform of the endowment services industry,and it is also the only pilot city in Guangxi Zhuang Autonomous Region.Through several years of exploration,Nanning has accumulated a lot of experience in promoting the construction of community home endowment services,and has encountered some problems.Taking Nanning as a case study,it can provide experience for the development of community home endowment services for developing cities.The author conducted a questionnaire survey on the elderly in the 18 communities of Xixiangtang District and Xingning District,which had the highest aging status in Nanning,and obtained 468 valid questionnaires.Taking service utilization as the research core,the author find influencing factors of community home endowment services utilization through the the perception of the elderly services in Nanning.Based on the research on community home endowment services at home and abroad,this paper combines semi-structured interviews and surveys to analyze the current status and problems of community home endowment services in Nanning.Based on the Anderson model,a regression model of the influencing factors of community home endowment services utilization in Nanning was constructed,including variables with propensity characteristics,resources,needs and service delivery.Bootstrap is used to oversample the unbalanced dataset.Using binary logistic regression and decision tree algorithm,the influencing factors affecting the utilization of community home endowment services in Nanning are obtained.The results show that the use of different types of services is affected by different factors,among which price rationality and the health of the elderly are factors that generally affect service utilization.Finally,combined with research interviews,from the perspectives of policy makers,service providers and service recipients,and causes of the utilization of community home endowment services problemin Nanning are analyzed,and countermeasures and suggestions such as strengthening government responsibility and optimizing resource allocation are proposed. |
