With the development of society,the concept of auxiliary police gradually becomes wider and narrower,which refers to the auxiliary police force funded and recruited by the government and directed and managed by the public security organs.China's auxiliary police has experienced three stages: the direct management of public security organs under the planned economy(1949-1977),the adjustment and development after the reform and opening up(1978-2010),and the standardized development in the new era(2011-present).In the new era,the central government attaches great importance to the standardized construction of auxiliary police,regarding it as one of the main tasks of comprehensively deepening the reform of public security.The reform of local auxiliary police highlights local characteristics.Suzhou takes the lead in legalizing auxiliary police legislation;On the basis of comprehensive reform,the eastern coastal provinces have different emphases.Guangdong pays attention to defining the subject,unifying the appellation,and empowering law enforcement.The central region is not as comprehensive as the eastern region,but it has distinct characteristics.Hunan implements the policy of "one village,one auxiliary police".The western region has carried out reform in response to the special situation in border areas.Tibet and xinjiang have recruited special police officers and expanded their ranks,and Inner Mongolia has carried out all-round reform.At present,the overall situation of China's auxiliary police reform is as follows: it basically forms the working mode of "one master,more subordinate",flexible management and labor relations,obvious regional characteristics but big differences,basically adapts to the needs of social security in the transition period,and effectively promotes the improvement of public security efficiency.Auxiliary police have six problems,such as unclear legal positioning,unclear responsibility and authority,imperfect welfare guarantee mechanism,lack of professional education and training,low recruitment standards and weak professional sense of belonging.The main difficulties of the current auxiliary police reform are: the auxiliary police base is large,difficult to manage;People's recognition still needs to be improved;Lack of stability in the auxiliary force;The question of auxiliary financing is difficult to reconcile.The common characteristics of the construction of auxiliary police in western countries are: paying attention to the unified design at the national level,accommodating the concept of modern police affairs,developing the concept of diversified governance,and applying the human resource competition incentive mechanism.It is worthy of reference for China's auxiliary police reform.To promote the reform of auxiliary police in the new era,we need to pay attention to the following six aspects: taking the legal construction as the leading role,clarifying the scope of functions and powers,establishing exclusive institutions and innovating hierarchical management,improving the auxiliary police guarantee mechanism,innovating the auxiliary police human resource management mode,and improving the auxiliary police education and training system.
