Research On The Change Of Auxiliary Police System Since The Reform And Opening Up

As a supplementary force of the police force,the auxiliary police play an important role in assisting the public security organs to carry out police activities,maintaining public security and strengthening the relationship between the police and the public.Since the implementation of the reform and opening up in China,the economic development and social transformation have been deepening,and the social demand for auxiliary police force has been increasing day by day.However,in the process of the development of auxiliary police,there are still some negative problems that restrict the healthy development of auxiliary police.It affects the public recognition of auxiliary police and damages the overall image of public security organs.At present,the auxiliary police system is mainly studied in practice.As one of the important contents of the comprehensive deepening of public security reform,the auxiliary police system urgently needs to be studied in theory.This text set about from the related literature and case,guided by the theory of critical junctures,major change to the auxiliary police system before and after the reform and opening up,on the basis of the juncture event.After the reform and opening up process of the changes of the auxiliary police system is divided into two stages,namely the predecessor and embryonic stage of auxiliary police system and the standardization and change stage of auxiliary police system.It is an important period for Chinese auxiliary police system to change from bud to standardization.As the main analysis period,this paper selects the change process from the public security unit to the auxiliary police,and takes the serial robberies and murders of security guards in Zhengzhou in 2004 as a big critical juncture in the development of the auxiliary police system.In order to provide a theoretical reference for the subsequent development of the auxiliary police system,the enlightenment is given from the following three aspects: seizing the reform opportunity of the critical junctures,attaching importance to counterfactual analysis,and breaking the path dependence and seeking for institutional innovation.
