The Latin American region is one of the major regions of drug production and drug trafficking in the world.The drugs produced in the region have not only damaged the development of the political,economic,cultural and other aspects of the country and the region,but also radiated its serious adverse effects to the whole world.The Latin American drug policy is a general term for a series of means,it consists of varies of means and methods,system design,internal motivation and overall concept that implemented at the national or social level.Firstly,the text introduces the main idea of drug policy and the trend of drug policy in the whole world,also,taking Mexico,Colombia and Bolivia as examples,this paper introduces the drug policy in Latin America.Secondly,the text interprets the theoretical basis of drug policy in Latin America from the perspectives of "drug war" strategy and "social governance thought",then analyzes the influencing factors of drug policy in Latin America from the perspectives of "consideration of economic factors","promoting of drug scares","selecting of national rationality(raison d'tat)".Thirdly,the paper points out the effects and adverse consequences of drug policies in Latin America from the perspectives of alternative development,drug production,drug governance and drug control.Finally,in order to provide suggestions for China's drug policy making and drug control activities,the text evaluates and analyzes the effects and consequences of drug policies,combing with the demonstration by examples,interpretation of theoretical basis and analysis of influencing factors about the previous examples of drug policies in Latin America.Countermeasures are as follow: strengthening the construction of overseas alternative development mechanism,maintaining the autonomy and sustainability of drug policy,preventing the "balloon effect" in anti-drug law enforcement and improving the level of social governance.
