The Management Of Foreigners' Basic Information In Public Security Organs

With the development of China's economy and the increasing foreign communications,the number of foreigners entering China is also increasing.On the one hand,it promotes the further rapid development of China's economy,on the other hand,the management of foreigners face new challenges.According to the development of foreigner management,the public security organs have always been responsible department.Although the foreigner' information management in public security started earlier than other departments of public security,the ability of acquiring and managing basic information of foreigners at this stage is not enough to cope with the surge in the number of foreigners entering the country.At present,China's foreign-related insecurity factors are gradually emerging,foreigners' illegal and criminal activities in China are increasing.Strengthening the management of foreigners' basic information and safeguarding national security are unavoidable and urgent issues to be solved in China's current developing stage.Firstly,this paper summarizes the conceptual meaning of the foreigners' basic information management in public security organs,analyses the current situation of the foreigners' basic information management in China,and combines with the working situation of the foreigners' basic information management in our country,demonstrates that the existing management mode of foreigners in our country has relatively complete legal basis,and the police management mode is constantly innovative.However,the problems of inadequate attention,outdated concept,poor communication mechanism,outdated system,inadequate integration of resources and insufficient professionals are still existing and will be analyzed.Secondly,the analysis of the necessity of strengthening the foreigners' basic information management is not only the need of national security considering the international counterterrorism,but also the requirement of daily social security management of public security organs,and also conforms to the development direction of the reform of foreign-related police management mode and the transformation of government work mode.The foreigners' basic information management in China's public security organs possess a relatively solid working foundation and conditions.The construction of foreigners' basic information management in China started early with the help of comprehensive software and hardware facilities.The reform of the national immigration management system also provides development opportunities.This paper analyses and explores the foreigners' basic information management experience in the United States,Japan and other relevant departments of public security organs.Finally,from the perspective of needs of actual work,this paper puts forward a series of solutions to the foreigners' basic information management,adjusts the concept of foreigner's management,innovates management mode,takes time and space as the axis,builds a comprehensive and three-dimensional management model of basic information of foreigners,and pays attention to the instant access and coverage of foreigners' basic information.At the same time,the corresponding supporting structure should be improved.The public security organs should assume the main responsibility of management,realize the top-level structure of foreigners' basic information management for from the macro level,improve relevant legal norms,integrate social resources,communicate and information sharing,strengthen international communication and cooperation,keep up with technological innovation,and strengthen technical guarantee.
