With the deepening of globalization and China’s opening to the outside world,more and more foreigners from all over the world are choosing to travel,work,study and live in China.Q is a famous tourist city in the north of China with rich tourism resources.It is close to Beijing,the capital.In recent years,the number of foreigners visiting Q for tourism,business and study has been increasing,and their scope of activities has become increasingly complicated,decentralized and mobile.Foreigners management work is an important content of the exit-entry administration of public security organs,is directly related to national security and social stability,increasing number of foreigners in the face of new situation,and increasingly diverse activity form,growing,and the security pressure increasing difficulties and challenges,the public security organs need to summarize Q city foreigners management work,on the basis of relevant experience,combined with the actual situation,to explore to stay,residence of foreigners in our city the new management mode,in the system,information,ideas and talents training,etc was improved,in response to new problems due to time development.Based on the theory of national sovereignty,the new public service theory and collaborative management theory research,using the literature research,social investigation method of questionnaire and interview method,from the Q and the actual situation of city public security organs of exit and entry management work experience,analyzes the existing problems in the process of foreign management and the reasons for these problems,draw lessons from the advanced experience of the developed cities in our country,put forward some measures to further improve the relevant work on the basis of existing research,this paper detailed view and concludes that the system of norms,the construction of the data platform,talent reserve of power forward feasibility reference,It provides the corresponding theoretical basis and scientific countermeasures and Suggestions for the foreigner management of public security organs in Q city.
