Deployment of the third plenary session of the 18 new urbanization development strategy,the integration of urban and rural development is accelerated,the more perfect infrastructure,rural population into urban migrant workers,to concentrate in town,people the economy improves,part of the rural population in cities and towns,rural population decrease greatly,left-behind elderly and left-behind children increase,great changes have taken place in the country.A large number of rural young people flock to the city for work,which is bound to be affected and impacted by foreign culture.Coupled with the changes in the countryside,people's world outlook and values have changed,and their interest demands have diversified.As a result,conflicts and disputes have become complex,diversified and increasingly increasing.The fourth plenary session of the 18 th CPC central committee proposed to "improve the mechanism for safeguarding rights and resolving disputes in accordance with the law,strengthen the authority of the law in safeguarding the rights and interests of the people and resolving social conflicts,guide and support the people to rationally express their demands,safeguard their rights and interests in accordance with the law,and solve the most direct and realistic interest problems that the people are most concerned about." How to solve rural disputes and how to regulate the behavior of rural people in the new era are the problems that need to be deeply considered and solved in the process of the modernization of China's law-based society.Over the past 30 years,our method has achieved great success,the country's many laws and regulations were known masses,the masses of the legal consciousness gradually enhanced,the legal consciousness of the masses and the law quality is greatly improved,the whole society of the rule of law concept has further strengthened and society under the rule of law level has obviously improved,also increasingly take legal weapon to protect their own rights and interests.Even so,in C town of guangxi,using law to solve problems is not the choice of most rural people.The utilization rate of law in rural society is not high.The content of law popularization is dull and boring,the form is not suitable for rural areas,and the effect of law popularization is not good.It is difficult for villagers to seek legal services,the cost is high,and they are still afraid of lawsuits.There is also distrust of the legal system and the legal person and so on.Law as a means of social control,although not the only form of social control,but now the most important one.Since the 18 th CPC national congress,the CPC central committee has proposed the comprehensive rule of law,and the construction of law-based villages is an important part of the comprehensive rule of law,which is indispensable.At present,we vigorously implement the strategy of rural revitalization,farmers need to pay more attention to the rule of law thinking rule of law,to develop the law,handle affairs in accordance with the law,solve problems by law behavior habits.Therefore,paying attention to the degree of legal utilization in rural society provides a reference value for studying the process of rural social legalization,and provides a practical reference significance for further introducing laws in line with the rural reality and bringing laws to rural areas.
