Website accessibility,also known as accessibility services provided by websites,refers to any person(including the disabled,middle-aged and elderly,and other vulnerable groups)in any case can have equal,convenient and accessible access to any information posted on the website.The essence of government website is to establish a platform and mechanism for communication between the general public and the government.For those who are obliged to serve all the public,there is an urgent need to improve the accessibility of web pages to ensure that all citizens can use government portals at all levels smoothly.The purpose of this paper is to solve the accessibility problem of government portals in developing countries represented by China.It is hoped that this research will have an impact on the online access of government information for the disabled in developing countries,help to find and correct the deficiencies in the current process of government website construction in a timely manner,and guide the healthy development of egovernment.This study not only has an impact on E-government and information access for the disabled in developing countries,but also extensively involves the theory of local government policy innovation,which has important theoretical and practical significance for local government social management innovation.This study assesses the accessibility of 246 prefecture-level municipal government websites,and investigates the factors affecting the accessibility of Chinese local government websites.Specifically: Firstly,by using the method of literature research,this paper reviews the development of the theory of policy innovation diffusion,and collates Berry's work in the research of policy innovation diffusion,sorting out the content and methods of Berry's policy innovation diffusion model.Secondly,we investigated the current situation of accessibility construction of Chinese prefecture-level municipal government websites.The data show that,in terms of website accessibility,none of the 246 municipal government websites fully conform to the WCAG 2.0 guidelines on which the evaluation is based.Thirdly,using principal component regression analysis and Berry's theory model of policy innovation diffusion,this paper puts forward a policy innovation diffusion model which adapts to China's national conditions.Combining the accessibility scores of various websites,it verifies whether factors such as regional economic background,diversity of websites' service objects,and the level of social informatization affect the adoption of network accessibility guidelines by local governments.Finally,according to the results of empirical analysis,we put forward suggestions and measures in order to guide and improve the network accessibility of egovernment portal.
