Research On Accessibility Development Of Chinese Government Portal Site

Since the 21 century,the internet is thriving,the time of“Internet accelerated speed”has come.Nowadays the e-government became the important link of government and people.At the same time,to ensure all the“internet handicapped”people,such as part of the disabled individuals and old people,could use the government portal sites,the government began to construct the accessibility system and enhance the accessibility service of government portal sites.The State Council put forward development of the internet accessibility in the 13~thh Five-year Plan,the internet accessibility of each government portal sites will reaching the basic level in 2020.In fact,the internet accessibility of many government portal sites can't reach the lowest level now.Through sample surveys,questionnaire and interview of government portal sites,several problems were found.Including the shortage of laws and standards,asymmetry of supply and demand,the shortage of ensure supply,the shortage of main body.Analyzed the reasons of these problems,provided the objective evidence of this research.This article is on the basement of public administration and economics theory.Analyzed the necessity and importance of accessibility of government portal site,found out the develop status of our country,and use for reference of the United States,Japan and the United Kingdom.Providing inspirations for accessibility development of government portal sites.For the problems of accessibility development of government portal sites in our country,this article gave some suggestions,including improving laws and standards of web accessibility,developing the contents of government portal site,multiple safeguards,attracting more people to participate.This research improved the accessibility theory of government portal sites,provided referable suggestions for government.
