| More than 40 ministries have launched "Government Online Project "since 1999. The rapid development of government websites in China has made the penetration of provincial government portal websites reach 100%. With the higher level of E-government development in China and the promulgation of Regulations concerning government information openness in the People’s Republic of China, government websites have become a major platform for government information openness and also the principal channel for the public to get those messages. Hence it has become an important task to make the accessibility of government websites meet all of the needs of visitors who have the equal rights to get government information, thus bridging the digital gap and realizing information sharing.The thesis is an effort, in the first place, to study the general situation and assessment result of the accessibility of provincial government portal websites in our country from macro angle based on the detailed analysis of research status of government websites at home and abroad, so the problems existing in the accessibility improvement are found out. Then at the micro level, in the light of the international standard of website accessibility ——WCAG2.0 and taking 30 provincial government portal websites as study subjects, the analysis of the implementation of the standard partly reflects the construction level of the accessibility of provincial government portal websites in our country. In the last part, the strategies are put forward to enhance the accessibility from social, legal, management and operational dimensions respectively. |
