Research On The Construction Of A Corruption-free Government Based On Inventory Management System

No matter in what period,the construction of a corruption-free government is a hot topic that arouses the concern of the nation and society.Since the 18 th National Congress,the Party and the state have raised the work of building a corruption-free government to a higher level,aimed at the increasingly prominent corruption problem.Making a comprehensive survey throughout the present,there are still many problems in the process of governments at all levels and government departments to exercise public power.The phenomena of opaque use of government power,inactions and indiscriminate actions of public officials still occur.The supervision mechanism and accountability mechanism need to be further improved.The law enforcement behavior is not standardized enough.The government's offside,dislocation and absence behaviors cannot be stopped despite being prohibited repeatedly.The main reasons are excessive centralization of power,unclear boundaries between powers and responsibilities,imperfect laws and regulations in the construction of a corruption-free government,low participation of citizens in the corruption-free government construction,and failure to effectively restrict the exercise of government power.In 2017,the State Council put forward the concept of Inventory Management System which regulates and restricts power in the form of system.This move puts forward a series of new concepts,requirements and paths for the government to carry out the work of building a corruption-free government in depth.The popularization of list regulatory regime throughout the country has won some progress and achievements for the corruption-free government construction of our government.Power list,responsibility list and negative list work together to define the power and responsibility of the government in the form of catalogue list,and reorganize the relationship between the government,market and society.The publication of the three lists provides a basis for social supervision and effectively solves a large part of the problem of building a corruption-free government,but we also need to be clearly aware that the current problems in building a corruption-free government cannot be solved overnight.However,it needs a long process.In this process,we will encounter more new challenges and difficulties,which is a difficult road.If the system cannot effectively restrict power,corruption cannot be solved from the source.Thus,the path optimization under the Inventory Management System is particularly important.For problems that have been solved by the list regulatory regime,the government should take certain measures to maintain the effect against corrupt again.For those parts which have not been solved or are not perfect,it is necessary to further analyze and optimize their construction paths so as to continuously improve the Inventory Management System from a dynamic perspective of development,by which the construction of corruptionfree government can be strengthened and the steady development of the society can be promoted.
