Employment is the main way to ensure and improve the quality of life,and it is also an important way to realize the social rights of the disabled.In China,the employment situation of disabled people is generally not optimistic.Compared with the employment rate of those disabled people with labor capacity,the employment rate of the visually impaired is the lowest.This is closely related to the following negative factors: firstly,the government policies are not perfect ones;secondly,the enterprises do not take the expected social responsibility by giving more concern over the visually impaired;thirdly,it is too limited for the visually impaired to choose where they are about to work;fourthly,the visually impaired are lack of enough vocational education and employment training.Therefore,as the provider of public service,the government should actively examine the employment of the visually impaired from the perspective of social rights and employment security.The employment of visually impaired people should be dominated by the government and the entire society should go hand in hand.By doing this,we can provide the visually impaired all-around policy supports,barrier-free-environment supports,emotional supports,material supports and so on.This dissertation is a case study of government of Jinjiang District Chengdu on introducing DID(a German social organization)in the form of project cooperation to perfect the employment security system for the visually impaired.The Chapter 1 is the research basis of the dissertation.In Chapter 1,it introduces the research background,study targets and significance.Literature research method,information research method and comparative analysis method are used to tease the related researches from domestic and aboard and point out the representativeness of the case.One of the study targets of this dissertation is to ascertain how to establish the Government-Dominant and Social Organization-Participant Cooperative Mechanism in the project.Another study target is to ascertain how to guarantee the working quality of the visually impaired while realizing their working rights so that they could integrate into the society easier than before.Next,it is the body of the dissertation from Chapter 2 to Chapter 4.In Chapter 2,the author collects the opinions from people who are related to the project via interview method.The origin and development of the project are introduced based on the analysis of interviews and collected data.It also analyzes how the four participants play their functions to perfect the employment security system for the visually impaired of Jinjiang District,Chengdu.In Chapter 3,it analyzes the effectiveness of the project based on Hierarchy of Needs Theory,New Public Service Theory and Social Security System.In Chapter 4,it analyzes the ways to success and come up with the following conclusions: firstly,it is the law and system to guarantee the practice of the project.Secondly,the government's support ensures the development of the project.The government offers the visually impaired and the social organizations full supports in policies and funds.By doing this,it could improve the government's capacity of employment service and make the social organizations to be more independent,which may ease the burden of society and government.This is a good way for the government to take more advantages of social resources so that it could provide better public service product to the public.Thirdly,social organizations can mobilize more social resources.Their professional and systematic experiences in training allow them to assist the government perfect the vocational capacity evaluation system and vocational training system.They can create new posts for the visually impaired and advocate the construction of barrier-free environment.What they have done ensure the working rights of the visually impaired and make justice and efficiency come true.What's more,the employment services provided by social organizations are usually diversified,personalized and professional.Fourthly,self-support is the key for the visually impaired to realize their self-value.Conducted by the professional employment service staff,the visually impaired can overcome physical and psychological barriers.They are more likely to be aware of the importance of abilities of getting hired and vocational capacities.This would improve their confidence and their satisfaction towards work.At last,in Chapter 5,the dissertation aims to provide some ideas or references for other disabled employment projects,and for those disabled who are eager to realize their rights to work.
