These institutions aiming at profits are confused about their ownership,lack of supervision and criteria,having high security risks.And its quality of education cannot be guaranteed.Therefore,the parents call on the government to take the responsibility to support and encourage schools to provide after-school care service so as to release their worries.However,the after-school care service of public schools relying on government financial support is just a small-scale local government exploration and lacks clear policy and financial support.Besides,schools are unwilling to provide after-school care service.The situation of the after-school care service within schools is embarrassing.The emerging public-welfare after-school care service of primary school students is inadequate for motivation because of lack of government institutional arrangements,funding and teacher support.Up to now,our country still has not a norm,mature after-school care system.All the situations are directly related to the lack of relevant policies,laws,regulations in China and unclear nature,the attribution of responsibility and conducting ways of after-school care service.Classifying by nature,after-school care services of primary school students can be included in the category of quasi-public goods,and the demand for such public goods is increasing.With the rapid development of society,the transformation of government functions and the better economic base of the people,it has become a fact that after-school care service of primary school students is included in government public service.In addition,the government has also led and promoted the development of after-school care service of primary school students.In the process,the government has played the role of responsibility subject,and has taken the responsibility of arranging the supply of after-school care services of primary school students,at the same time,support,guide and supervise the institutions of after-school care services.Based on the principles of openness,fairness and justice,the government should perfect the relevant laws and regulations of after-school care services of primary school students so as to make the after-school care service operable and sustainable.At the macro level,the government should provide a good institutional environment for after-school care service according to local conditions.At the micro level,the work should be meticulous to the classification and implementation mode of primary school students’ after-school care service,and guide the thinking and views of the relevant practitioners,so as to promote the long-term development of after-school care service of primary school students.
