Since entering the 21 st century,with the continuous advancement of the socialist modernization construction in China,the socialist market-oriented economy has fully recovered,successfully entered the golden period of rapid development.With the continuous improvement of people’s living standards,the concept of education has been improved and changed,the demand for high-quality resources is increasing.The imbalance the people’s growing demand for education and educational resources has become increasingly prominent,and the issue of educational fairness has received unprecedented attention at this time.With the deepening of the reform of basic education and the “double reduction”policy,the “burden reduction”plan has been implementated,the school time of primary school students in compulsory education has been advance to3:30 in the afternoon.However,at the present stage,China’s family structure is dominated by dual-income workers.“Reducing the burden”leads to an irreconcilable time gap between parents’ leaving work and pupils’ leaving school incongruous,that is the “3:30”problem appears.As a result,a series of security risks caused by the imperfect development of after-school care service market have become a livelihood issue that needs to be solved urgently.Parents have begun to have high expectation for safe and high-quality after-school care service.Support and encourage schools to assume the responsibility of trusteeship service as the main body.In order to solve the worries of parents of school-age children and solve the problem of difficult pick-up and drop-off,according to the “Guidance of the General Office of the Ministry of Education on Doing a good job in the After-school Service for Primary and Middle School Students”.R city in Shandong Province is the first to take action of the after-school care service education policy for primary school students according to local conditions.To provide school-age children with safe,high quality and satisfactory after-school care for parents.As the after-school in-school care service is in the initial stage,there are many problems to be solved in the specific implementation process.By understanding related concepts and using the theory of collaborative governance,the background and implementation status of after-school in-school care service for primary school students are investigated and analyzed.Pursue the existing problems and finally find the perfect suggestions to solve the problems.
