As a typical representative of regional trade,the free trade agreement has developed rapidly in the field of international trade in recent years.As of September 2018,there are675 regional trade agreements registered with the WTO,and the growth rate is increasing,which has become a key strategy for international trade in various countries.The rules of origin are an important part of the free trade agreement,which is the basic rule for a country to review whether imported goods can enjoy preferential tariff treatment according to the reached free trade agreement between the member states.In a sense,the essence of a free trade agreement is to use the rules of origin to determine which goods are eligible for preferential tariff treatment.Therefore,the rules of origin of free trade agreements have a crucial impact on the expected value and practical effects of free trade agreements.China began to sign a free trade agreement from 2003.So far,it has signed 16 free trade agreements with more than 20 countries and regions.After more than 10 years of development and research,the rules of origin of the China Free Trade Agreement have gradually matured,but some problems still need to be improved and solved.For example,the standards of origin determination are not coordinated,and the procedures for the implementation of origin are too complicated and strict,which have seriously affected the development of free trade agreements and the systematic construction of rules of origin of China.The article aims to study the main problems of the rules of origin in China Free Trade Agreement;and propose solutions to the problems through text research,practical analysis and extra-domain comparison.Specifically,the article is divided into four parts:The first chapter is “An overview of the rules of origin of goods in free trade agreements”.It studies the basic connotation of free trade agreements and rules of origin,and analyzes the important components and practical roles of rules of origin,and lays a theoretical foundation for the following issues related to the rules of origin of the China Free Trade Agreement.The second chapter is "The Status Quo and Problems of the Rules of Origin of Goods in China's Free Trade Agreements".It mainly studies the status quo and existing problems of the rules of origin of the China Free Trade Agreement.This part summarizes and analyzes the two main problems of the rules of origin of the China Free Trade Agreement:First,the lack of coordination and consistency of the origin certification standards;Second,the implementation procedures of the origin are too complicated and strict.In this process,this part focuses on the specific manifestations and potential hazards of these two issues,in order to study the two issues of the rules of origin of the China Free Trade Agreement.The third chapter is "Comparison of rules of origin of goods for extraterritorial free trade agreements",which addresses the problems of the rules of origin of the China Free Trade Agreement.This part studies the relevant contents of the NAFTA model,the Pan-European model and the CPTPP model rules of origin,and analyzes their origin certification standards and the procedures for the implementation of the origin,then compare the commonalities and differences between them,The fourth chapter is “Recommendations for Improving the Rules of Origin of Goods in the China Free Trade Agreement”,which puts forward suggestions for improving the rules of origin of the China Free Trade Agreement,including the basic ideas and specific measures for improvement.The basic idea is divided into two aspects.One is to promote the harmonization of the rules of origin of the free trade agreement under the WTO,and the other is to construct a standardized system of rules of origin for the China Free Trade Agreement.The specific measures are mainly aimed at two problems in the rules of origin of the China Free Trade Agreement,including the establishment of a coordinated standard of origin identification and the establishment of a two-track certificate of origin.
