Study On Innovation In Social Governance In Ban Ma

The report of the 19 th National Congress of the CPC pointed out that : "after long-term efforts,socialism with Chinese characteristics has entered a new era".To meet the requirements of the new era is to keep pace with the times,pioneering and innovative.In order to adapt to the new era,meet new needs and solve new contradictions,we must strengthen and innovate social governance,and establish a social governance pattern of co-construction,co-governance and sharing.Banma County is located on the Qinghai-Tibet Plateau,at the junction of Qinghai,Gansu and Sichuan provinces.It is a typical Tibetan county with backward economic and social development,more hidden dangers of social stability and weak social governance.Since 2013,Banma County has carried out the practice of social governance innovation,achieved positive results,and formed the Banma experience of social governance innovation of Tibetan County government.This paper deeply studies the concrete practice of social governance innovation in Banma County,analyzes the particularity and typicality of social governance in Banma County,evaluates the concept,system and method of social governance in Banma County,points out the achievements and puts forward the shortcomings.In this context,the introduction of advanced social governance theories at home and abroad,and on the basis of relevant theories,the innovative practice of social governance in Banma County was studied and considered,and some countermeasures and suggestions were put forward,mainly including that Banma County should focus on improving the pattern of social governance and promoting the construction of social governance system in social governance innovation level,strengthen the mechanism of preventing and resolving social contradictions.At the same time,this paper also puts forward some thoughts and suggestions on further popularizing the innovative experience of social governance in Banma County and strengthening the social governance ability and level of Tibetan County government.This paper uses the method of literature research,through consulting books,periodicals,archives,Banma County Party Committee and government documents and other channels,comprehensive collection and collation of relevant information;the use of social survey method,the Banma County in some areas by the way of on-the-spot investigation,in order to obtain detailed first-hand information;the use of classics;By means of empirical analysis,comparative analysis and causal analysis,this paper summarizes the practical experience of social governance innovation in Banma County,summarizes and draws lessons from the advanced experience of social governance innovation at home and abroad,and probes into the Countermeasures of social governance innovation in Tibetan County Government.
