Research On The Innovation Of Comprehensive And Strict Ruling Party System Construction In The New Era

The party's system innovation is one of the major theories of General Secretary Xi Jinping's thought of comprehensively and strictly ruling the party,and it is very necessary to study and respond to it theoretically.In order to promote the comprehensive and strict governance of the party,we should fundamentally pay attention to the construction of the inner-party system and give full play to the normative role of the system,while the key to system construction lies in the system innovation Since its creation,the Communist Party of China has made institutional construction an important guarantee for the strict administration of the party.At present,great progress has been made in the construction of related systems,but the effectiveness of system implementation is insufficient,the weak system integration between systems,the inspection system and the imperfect evaluation and supervision mechanism also affect the strict governance of the party to the deep development.Therefore,from the perspective of institutional construction to examine the issue of party governance,to clarify its real problems,and then from the sound system,improve the inspection system,refine the system norms,strengthen the system publicity and improve the supervision and evaluation mechanism,and so on to explore the new era of comprehensive and strict governance of the party's institutional innovation,Is an effective way to promote the modernization of national governance system and governance ability.Taking the comprehensive and strict treatment of party path innovation as the perspective and entry point,this paper refines the experience and law of the party in system innovation in the past 18 years,analyzes the system problems and causes existing in the strict governance of the party at present,and then puts forward the guiding ideology and theoretical basis of institutional innovation in the new era of comprehensive and strict governance of the party.In order to discuss the choice of the path of comprehensively and strictly ruling the party system under the new era,we hope to provide some suggestions for the system construction which can be used for reference in the comprehensive and strict administration of the party.The thesis is divided into six parts.The first chapter is the introduction.The research content,research background,significance and literature review at home and abroad are illustrated,and the research methods,innovation points and key points are elaborated.The second chapter is the concept and theoretical basis of the innovation of the party system.The third chapter analyzes the feasibility of the system innovation and provides a reliable foundation for the system innovation.Chapter 4 to 18 since the problems arising from the governing party work,in-depth studies are mainly from the patrol system is not sound,not refine the perfect system of regulations and system between weak system integration,system execution efficiency is low,appraisal supervision mechanism to be perfect,the system construction of rigid binding on such problems as not enough,and from the system design,system guarantee and evaluation,the inner-party supervision ideas and ways,the author analyzes the reasons of problems;The fifth chapter is the focus of this paper,that is,the new era under the strict rule of the party how to carry out effective and reasonable innovation of the system construction,mainly from the power anti-corruption and institutional anti-corruption two aspects of the system construction measures,in order to put forward targeted opinions and recommended measures.The last chapter is the conclusion and prospect,summarizing the research of this paper,summarizing the shortcomings of my own research,and looking forward to the relevant research on the construction of strict party governance system in the new era.
