The Predicament And Countermeasure Research On The Constructing Innovative Mechanism Of Cooperative Social Governance

With the deepening of the reform,the transformation of the system and the continuous adjustment of the interest pattern,social contradictions are in a relatively active and high incidence period.Various deep-seated contradictions and problems are gradually emerging,which brings huge pressure to social governance.It is urgent to improve the social governance system and vigorously promote the innovation of social governance.The construction of collaborative social governance mechanism is an important direction of social governance innovation and an effective way to achieve good social governance.The Social Work Committee of Z City in Guangdong Province is the product of the innovation of social governance in Guangdong Province.Its responsibilities include taking the lead in formulating the overall plan of social work,comprehensively coordinating,guiding and supervising social work,establishing the coordination mechanism of social work,and studying and promoting the reform and innovation of social management system.Based on the requirements of the 19 th National Congress of the Communist Party of China for the new era of "building a social governance pattern of CO governance and sharing" and the current situation and existing problems of Z city's social collaborative governance and innovation,this paper takes Z city's Social Work Committee's practical exploration as an example,through its participation in the whole development process of social governance,in its own three different development periods,namely,the establishment period The functional orientation,leading role,effective measures taken,achievements in social governance and difficulties encountered in the development and integration periods are analyzed,summarized and studied in depth,and valuable experience worth continuing to adhere to and explore is also the inspiration for the construction of collaborative social governance innovation mechanism: first,pay attention to the leadership of the party and government,and make full use of policy tools;second,note We should attach importance to social coordination and guide social participation;third,we should pay attention to work coordination and promote department linkage;fourth,we should pay attention to grass-roots foundation and strengthen grass-roots strength;fifth,we should pay attention to problem orientation and solve outstanding problems.In addition,the author also finds that there are some difficulties in the process of promoting the innovation mechanism of collaborative social governance in Z City: first,there are many problems in stock,new risk points are increasing,and the pressure of stability maintenance is great;second,the refinement level of social governance is not high enough,and there is a big gap compared with the first city;third,the mechanism of social co governance and sharing is still not healthy Fourth,the level of rule of law in social governance needs to be improved,and the general habit of acting according to law and rules has not been formed.Finally,in view of the difficulties existing in the integration of the Social Work Committee of Z city into the innovation mechanism of collaborative governance,the author puts forward several countermeasures and suggestions,in order to promote Z city to improve the co governance and sharing social governance pattern,and provide useful references for other similar regions and even the whole country: first,carry out special actions to resolve social conflicts,increase the resolution of stock problems;second,focus on changing extensive governance The third is to increase the use of scientific and technological means to improve the level of sophistication of social governance;the fourth is to improve the mechanism construction of the participation of the whole people to improve the level of socialization of social governance;the fifth is to strengthen the use of legal thinking to improve the level of legalization of social governance;the sixth is to improve the overall mechanism of social governance and the mechanism of interdepartmental cooperation To achieve a higher level of linkage and integration.
