A Study On The Impact Of The Government On The Policy-making Process

At present,our citizens have little understanding of the process of public policy formulation.In order to familiarize readers with the process of policy-making,the author takes the Xingye Road Expressway Project in Zhuhai as a case to analyze the process of policy-making for construction funds of the project.The purpose is to make the reader intuitively feel the internal process of the local government to formulate general public policies,and to familiarize themselves with the impact of various government departments and external objective conditions on policy formulation.This paper studies the problem(argument): how the various functional departments and objective conditions in the government affect the formulation of public policy.There are three sub-issues under this question(sub-arguments): one is how the main body of policy-making within the government influences public policy decision-making;the other is how the objective conditions affect public policy-making;and the third is what problems exist in policy decision-making under this influence.Specific research contents: First,summarize the policy planning and policy decision-making process of the author's unit implementing the fund for the construction of Xingye Road Expressway;Second,analyze the influence of the government's internal subjects and their combination on the policy-making process;Third,analyze the impact of external objective conditions on the project construction fund policy-making;Fourthly,using the theory of complete rational decision-making to analyze the policy decision-making,find out the theoretical problems in the process of policy-making of construction funds;Fifthly,compare the current state regulations,combined with the actual situation,analyze the practical problems in the process of policy-making of construction funds.In view of the above problems,countermeasures and suggestions are put forward: in the field of infrastructure construction,local governments can improve the policy-making process by means of the rule of law,science and democracy.The innovation of this paper: The influence of local government,various functional bureaus and government officials on the process of public policy formulation is analyzed in detail.
