Government management of public policy is an important means of public affairs, is the core of the administration and key links. In an increasingly complex and diverse social affairs in the context, for fighting for and protecting their own interests motive, citizens more and more involved in public policy making in the process. However, our citizens to participate in public policy making, there are still many problems. This article attempts to policy-making process perspective, the development of civic engagement in public policy issues analyzed, and to "Xiamen PX Incident" as a case of civic participation to demonstrate the progress and limitations of the end of the theoretical community, its citizens and decision-making three aspects of the response set out to solve these problems.The main contents of this paper is divided into five chapters.The first chapter of the topics of the background and significance of the main contents of this study and research methods are explained, gave an overview of research at home and abroad; second chapter describes the public policy making process, citizens and the concept of citizen participation and civic participation in public policy making, practical significance, discusses the theoretical basis for citizen participation that "representative democracy" and "strong democracy" theory, the theory of democratic administration and governance theory; third chapter discusses the first citizen participation in public policy making in China's development , and then from the agenda were the establishment, agenda for discussion and final decision-making through these three stages in-depth analysis of our citizens to participate in the development of public policy issues; fourth chapter describes the "Xiamen PX incident," the process of analysis of various aspects of this incident good practices and deficiencies; fifth chapter of the response part, that the theoretical community, its citizens and decision-making departments should be doing more, better, act together to form the trend of the whole society in order to truly promote the public policy of development of citizen participation in development.
