Research On The Reform Of Medical Security System For Prison System Prisoners In Guangdong Province

On the 40 th anniversary of the reform and opening up,China established the world's largest social security system,including old-age insurance,medical care,subsistence insurance and housing,and basically achieved coverage of over 72 percent of the country's total population.Social health insurance coverage exceeds 93 percent of the country's total population,making it one of the most secure and happy countries in the world.As a special group of persons serving sentences in the prison system,although they have been deprived of their liberty or political rights for the purpose of prison rehabilitation,they still enjoy the most basic rights as citizens of the country.Including the right to health care.Taking the prison system of Guangdong province as an example,this article focuses on the reform of the medical security system for prison inmates in Guangdong province,and takes the theory of public goods,the theory of demand level,and the theory of welfare pluralism as the theoretical carrier.By means of questionnaires,interviews,literature studies and comparative studies,the current situation is analyzed from five aspects: the prison medical personnel management system in Guangdong Province,the prison sick prisoners management system,the prison system's medical treatment funding system,and the prison hospital infrastructure management system.Then put forward the existing problems in the medical security system of the prison system in Guangdong Province.Through an in-depth analysis of the successful experience of several classic prison systems at home and abroad on the reform of the medical security system for prisoners serving prison sentences,and drawing on the measures and methods suitable for the reform of the medical security system for prisoners serving prison sentences in Guangdong Province,the author puts forward suggestions for introducing social and commercial health insurance mechanisms.The reform of the medical security system for prisoners in the prison system in Guangdong Province has achieved a "zero breakthrough".By studying the reform of the medical security system for persons serving prison sentences in Guangdong Province,theoretically speaking,it is conducive to further improving the social security system,maintaining the sustainable development of social security undertakings,and truly realizing social security coverage for all.In practical terms,it is conducive to effectively reducing the burden on the state financesand prisons,stabilizing the security of prison supervision,stabilizing the confidence of prisoners in prison reform,and paving the way for their future reintegration into social life.
