Research On Green Development Performance Evaluation Of Local Government

Green development,as one of the five development concepts,aiming to achieve sustainable development at the lowest ecological cost,which has become a basic principle of China's economic and social development.For a long time,the performance appraisal of local governments is mainly oriented by economic growth,and often neglects the short-term unproductive work such as environmental protection.In recent years,the "Opinions on Accelerating the Construction of Ecological Civilization" and other documents by the central government clearly require the improvement of the performance appraisal system and the incorporation of indicators such as resource consumption,environmental damage and ecological benefits into the evaluation system of economic and social development.Green development does not mean talking about ecological environment in isolation,but integrating resources and environmental protection into economic and social development.From this perspective,although the government performance evaluation has made great progress at the present stage,it is still difficult to fully meet the practical needs of green development.In this context,this paper mainly takes 41 cities in Fujian,Jiangxi & Guangdong Provinces as an example to study the system,methods and application of local government green development performance evaluation.On the basis of systematic review and summarization of the main achievements of government green development performance evaluation at home and abroad,and summarization of relevant theories,this paper mainly carries out four levels of research:Firstly,this paper defines the green development performance of local governments as the comprehensive efficiency of regional economy and people's livelihood under the constraints of resources and environment,and designs the corresponding input-output index system based on the relevant research results,which can be used as a comprehensive evaluation index to reflect the multi-wins situation of economic growth,people's livelihood improvement and resource and environmental protection.Secondly,according to the actual characteristics of local governments,this paper selects a neutral cross-efficiency model to measure and rank the green development performance of 41 cities.So that the estimation results are more objective and differentiated than the traditional measurement methods.It also carries out performance improvement analysis combined with the actual situation in different places.Thirdly,this paper introduces the spatial econometric models to analyze the spatial dependence and influencing factors of local government green development performance,so as to improve the accuracy and application value of the research.The evaluation takes full account of administrative cost factors and the competition and cooperation relationship of different regions in reality,and the measurement method excludes the pseudo-effective results.The green development performance shows significant spatial effects,and the spatial changes of performance influencing factors are analyzed by GWR model.Considering the differences of geographical location,resource endowment,economic structure and policy environment in different regions,the performance improvement scheme chooses the best performers with similar weight structure as the reference standard.Combining with the empirical results,this paper puts forward specific countermeasures and suggestions to improve the green development performance of local governments from different perspectives.
