Research On The Problem And Countermeasure Of Chinese Government To Support College Student Start-up Loan

With the implementation of the enrollment expansion policy of various colleges and universities in China,the number of college graduates is increasing day by day.According to the official statistics on the website of the ministry of education,the number of college graduates in 2017 is as high as 7.95 million,and the number of college graduates in 2018 is a new record high,exceeding 8 million for the first time and reaching 8.2 million.Some college graduates choose to start their own businesses to drive employment.The government has also stepped up support for college students' start-up loans and introduced a series of related policies.The policy of supporting college graduates to start their own businesses is considered to be the best solution to the employment problem of college students at the current stage.Entrepreneurship provides a good employment platform for college graduates and relieves the social instability caused by employment difficulties.However,the problem of financing remains the threshold for most college graduates to start their own businesses.Therefore,the government should take the support of student start-up loan as the focus of work,and implement the policy in a practical way,so as to effectively solve the startup problem of the current group of college graduates in a real sense.This paper is divided into six parts.The first part briefly introduces the background and significance of the topic,and sorts out the research viewpoints and methods of domestic and foreign scholars.The second part introduces the four theories of our country's government supporting college students to start their own business: government regulation theory,innovation theory,human capital theory,transaction cost theory;The third part analyzes the problems of insufficient guarantee support,differentiated institutional support and too high tax ratio of financial institutions in China's government support for college students' start-up loans from the current situation of China's government support policies and implementation methods.The fourth part analyzes the reasons for the difficulties of college students' start-up loan from the aspects of imperfect guarantee fund policy,inconsistent support standard,incomplete policy implementation and lack of innovation in management mode.The fifth part compares the standardized and diversified measures taken by the United States,France,the United Kingdom and other countries to support the entrepreneurship loans of college students,and draws lessons from their successful experience.The sixth part puts forward the countermeasures for the government to support college students to start their own business.
