Research On The Construction Of Mutual Support For Elderly Pension Model In Guangzhou

With the aging of the population sweeping across the world,China has also made strides into an aging society.By the end of 2018,the number of elderly people in China has reached 1.8 times the international standard.Facing the reality of weakening traditional family functions,declining labor force population,and rising old-age dependency ratio,the development of various forms of social pension is an inevitable choice for China today.As a kind of new pension model that can alleviate the pressure of social pension,exert the resources of the elderly and improve the quality of life of the elderly,the mutual support pension model is a useful supplement to the current social pension model.Western countries have explored the model of mutual support and pension,and formed a model suitable for their national conditions.Some areas of China have also carried out research on forms of mutual assistance and old-age care.In his 2018 government work report,Premier Li Keqiang proposed to develop mutual-supported old-age care.Under the guidance of national policies,Guangzhou City actively explored a suitable mutual-supporting old-age care model,which is of great significance.First of all,this paper takes the concept of volunteerism and mutual support for the elderly as the core concept,and takes hierarchy of needs theory,activity theory and social exchange theory as the guidance,through domestic and foreign literature research,understands the current research results and shortcomings of the mutual aid pension model.Secondly,through in-depth analysis of Germany's diverse mutual support pension model,Japan's "neighborhood mutual aid" network model,the British and American "time bank" mode of operation,summed up the experience of foreign mutual support pension model,and then deeply analyze the "fixed-point mutual assistance" model in Qingdao Sifang District,The “Time Banking” model in Shanghai focuses on the “Time Banking” model in Nansha District of Guangzhou,and summarizes China's experience in mutual support for the elderly,in order to inspire the construction of the mutual support model in Guangzhou.Through a large number of data related to the elderly in Guangzhou,the author finds that Guangzhou has great needs for the elderly,because of the huge demand for old-age care,the lack of traditional family generational support,and the participation of the elderly in social life.Government policy support,the elderly are rich in resources,the supporting facilities for old-age services are relatively complete,and the construction of the elderly service talent team is attached.It has a certain human,financial and material basis and the feasibility of building a mutual support model.Based on the characteristics of the elderly population in Guangzhou,the author found through questionnaire survey data and interviews that Guangzhou has a problem of imperfect policy system,non-standard mutual service and low social participation rate in the construction of mutual support pension model.Finally,the author believes that to build a model of mutual support and old-age care in Guangzhou,it is necessary to work together at the government level,social level,community level,and the level of the elderly themselves to form an operational and mutually supportive old-age model.
